Next stable version is version 3.2.4. Current stable release is version 3.2.3

• Remove all the dependency on the PyXML package;
• Convert METRo to python 3000;
• Add the minimum wind value (see bug 5081);
• Correct VENMIN subroutine in lib_therm.f file to modify the wind according to sunrise/sunset computed time. Currently those values are hardcoded (see bug 9042);
• Exception should be a Class, not a string (see task 4179);
